About FCLL

FCLL is dedicated to creating nurturing spaces where learning can flourish in an atmosphere of safety, affection, enquiry and mutual support. We seek to do this through fostering the necessary leadership capacities among leaders of public learning systems that cater to the underserved, communities where children spend the bulk of their time, and civil society organisations who act as thought leaders.

We partner with educators and leaders within government systems, communities and civil society organisations to strengthen these environments. Through long-term collaborations, dialogue and shared inquiry we work to build nurturing care in early childhood settings, deepen children's learning across developmental stages, and help leaders of public institutions re-interpret their roles.

We do this in the everyday environments in which children grow — homes, anganwadis, classrooms and communities, spaces that shape how children learn to think, explore, relate to others, understand the world and be effective as human beings.

We partner with people working within public systems because these systems reach the largest number of children. When they become places of thoughtful practice and strong leadership — fostering a sense of purpose, building the confidence of capacity and instilling a commitment to widespread agency — their influence can extend over large areas and across generations.

Our Team

Our team comprises people who have dedicated large parts of their lives to this work. They come from backgrounds that include social work, learning sciences, child development, business, research, engineering, journalism and accounting.

Chittaranjan Kaul

Chittaranjan Kaul

Founder and Director

Chittaranjan is an educationist and leadership expert with more than 40 years' experience as an international banker, teacher, school leader and management expert. His expertise lies in fostering reflection and dialogue as a learning tool for organisations. He has been part of several National and International Advisory Groups for ECCDE and Education. He holds a B.E. from NIT Srinagar and an MBA from IIM Ahmedabad.

Harini Raval

Harini Raval

Co-Founder and Director

Harini leads program strategy and operations at FCLL. With nearly two decades of experience in large-scale organisational learning and effectiveness in public health and education, she holds a doctoral degree for her work with para-teachers. She is also trained as a trauma-informed mindfulness-based therapist and explores how deep personal well-being can yield professional effectiveness at scale.

Shikha Kundra

Shikha Kundra

Program Manager

Shikha leads Leadership for Nurturing Care and Foundational Learning programs in Dadra Nagar Haveli, Daman & Diu. Since 2012 she has led multi-department capacity-building programs across Chhattisgarh, UP, Bihar, Goa, Uttarakhand and DNH & DD, working closely with government departments of Child Development, Education and Health. She holds an MBA from SMU.

Nitish Jha

Nitish Jha

Program Manager

Nitish leads the Leadership for Learning with Meaning and The Wise Advisor programs in DNH & DD. Since 2012 he has worked in Bihar and UP with multiple levels of the Department of Education and ICDS, focusing on quality elementary education and Early Childhood Development. He holds a Masters in Journalism and Mass Communication from Nalanda Open University.

Helen Sharma

Helen Sharma

Head Program Support

Helen oversees administration, HR and the end-to-end production of training materials, ensuring programmes run smoothly across multiple locations. With 11 years in the corporate sector and nearly a decade in the social sector, she brings strong organisational rigour and a people-centred approach. She holds a Diploma in Secretarial Practice.

Nitin Salve

Nitin Salve

Head Finance, Accounting and Compliance

Nitin has over 17 years of experience in finance, accounting, taxation and statutory compliance, specialising in the NGO, Trust and CSR sectors. His expertise spans budgeting, MIS, payroll, grant utilisation, audits, and compliance with Income Tax, GST, TDS, PF, FCRA and related regulations. He holds a B.Com., MBA in Finance, and LLB from Savitribai Phule Pune University.

Yogesh Chandrakar

Yogesh Chandrakar

Deputy Program Manager — Chhattisgarh

Yogesh co-leads the Leadership for Nurturing Care Program in Chhattisgarh. With 20 years in community engagement, youth development and early childhood education, he has worked closely with ICDS across multiple districts since 2015, training and mentoring all levels of the system. He holds a Masters in Social Work and an MBA in HRM from Mahatma Gandhi Hindi Vishwa Vidyalay, Wardha.

Halim Qureshi

Halim Qureshi

Deputy Program Manager — Chhattisgarh

Halim co-leads the Leadership for Nurturing Care Program in Chhattisgarh. Since 2002 he has led projects across women & child health, livelihoods and community organisation. With deep experience in program management, documentation and advocacy, he has worked closely with ICDS since 2015 towards creating thriving Anganwadis. He writes in several languages and has also been a journalist.
